MOM says advisory 'will complement' Workplace Fairness Legislation

Advisory on accommodating people with disabilities to be out later this year

The release of the Tripartite Advisory on reasonable accommodations for persons with disabilities will likely be around the introduction of the Workplace Fairness Legislation, according to Singapore's Ministry of Manpower (MOM).

This means the tripartite advisory will likely come in the second half of the year.

"The tripartite partners are working on an advisory which will provide guidance to employers and employees on the provision of reasonable accommodations for persons with disabilities," MOM said in response to a question in Parliament.

"We will be engaging community groups in developing this advisory and aim to release this advisory around the same time as the introduction of the Workplace Fairness Legislation."

But the ministry said the advisory won't be a part of the Workplace Fairness Legislation.

"Instead, the advisory will complement the new law, which will prohibit workplace discrimination on the basis of disability," MOM said. "Both the advisory and upcoming law will work alongside the Enabling Masterplan to strengthen employment opportunities for persons with disabilities."

Accommodating people with disabilities

The ministry made the remarks amid queries on the tripartite advisory, including how it will measure whether an accommodation for a person with a disability is implemented effectively.

According to the ministry, the most direct way to measure the effectiveness of workplace accommodations is by looking at employment outcomes for targeted employees.

"In reality, however, it is difficult to measure the effectiveness of single initiatives as it often takes the collective effort of the individual, co-workers, employer and family for successful placement and continued employment," MOM said.

To strengthen the advisory, MOM said it will pool feedback from employers and employees after the advisory is released.
