Does micromanaging constitute 'bullying'?

An employee has tested the scope of a new law with a claim two-thirds of his work time was being spent having his performance managed.

    This is why employees don't report bullying. I have been told by numerous sources including my GP to not report bullying by my manager, because I will have no crewmen of having a satisfying outcome.

    Being told exactly the same thing by GP. Management must realise micro managers (including my ex manager) are toxic to employees health, morale and development which in turn affects performance. Although the nightmare is supposedly over for me but the damaging impact still lingers and my health is still in the mend. Shame on you micro manager.
