Budget 2020: Singapore reviews foreign worker policy

Singapore’s new foreign policy will soon impact S Pass holders in the construction, marine shipyard and process sectors.

By 2023, the government aims to reduce the allowance of S Pass employees from 20% to 15% in the three industries, Deputy Prime Minister and Finance Minister Heng Swee Keat announced today in the Budget 2020 speech.

Heng added that the government will not reduce the ratio of S Pass holders in the manufacturing sector, considering the uncertain economic outlook.
