One in six ONE Passes issued new entrants, ministry says
Singapore's Ministry of Manpower (MOM) has revealed that it issued about 3,000 Overseas Network and Expertise (ONE) Passes in 2024.
MOM unveiled the information in Parliament when it was asked about the take-up rate of Singapore's ONE Pass.
"About 3,000 Overseas Networks & Expertise (ONE) Passes were issued in 2024, of which about one in six were new entrants," the ministry said.
The top three sectors that ONE Pass holders were employed in were in:
Singapore's ONE Pass was launched in 2023. It is a personalised pass for top talent across all sectors, such as business, arts and culture, sports, academia, and research.
The pass allows new entrants to Singapore, while also allowing for a conversion of existing employment passes for eligible individuals.
"The conversion of existing Work Pass holders who meet the ONE Pass criteria helps us to anchor talent in Singapore," MOM said.
The ONE Pass may be revoked if a pass holder spends an extended period of time being inactive without good justification, or has failed to comply with Singapore's laws.
So far, however, MOM said it has only revoked one ONE Pass after its holder got convicted for drink driving.
In a bid to better utilise the pass, MOM said it is working with sector agencies to increase outreach to global talent and raise awareness of the ONE Pass.
"We also encourage ONE Pass holders to participate in local programmes to mentor, network and exchange insights with current and future generations of local leaders, such as the Singapore Leaders Network," MOM said.
