MOM sees 1,608 Employment Act complaints in 2023

The Ministry of Manpower (MOM) has received a total of 1,608 Employment Act complaints in the past year, with civil contraventions leading the count.

The number of Employment Act complaints went down in 2023 from the previous 1,847 a year prior, according to the data released by MOM last week.

"In the last five years from 2019 to 2023, an average of about 1,800 Employment Act complaints were made to the Ministry of Manpower each year," said Manpower Minister Tan See Leng.

Tan said a majority of these employers rectified the infringements upon MOM's intervention.

"Employers who were not able to rectify mainly involved those with salary payment issues due to financial difficulties," the minister said.

Employment Act complaints by type

By type, civil contraventions accounted for the highest number of complaints in the past four years, according to MOM's data.

In 2023, there were 806 civil contravention complaints, a slight decline from the 1,012 in 2022.

Civil contraventions mainly cover non-provision of itemised pay slips as well as non-provision of key employment terms.

Other common Employment Act complaints lodged to MOM were related to salary, working hours, as well as statutory benefits.
