HR leaders are navigating a difficult balancing act. Expectations for growth remain high, but workforce expansion is not keeping pace. At the same time, organizations are working to improve employee engagement, manage turnover, address burnout and prepare their people for the growing impact of AI.

Gallagher's 2026 Talent Benchmarks report examines how organizations are responding to these workforce realities. Drawing on insights from 3,717 employers across the United States, the report explores two critical areas shaping business performance today: employee engagement and AI-driven organizational effectiveness.

Among the findings:

  • Nearly two-thirds of organizations reported turnover rates of 10% or higher.
  • Only 50% expect workforce headcount growth despite 61% expecting revenue growth.
  • 57% conducted an employee engagement survey, reflecting the growing focus on employee feedback and action planning.
  • Nearly three in four organizations that use AI are measuring its return on investment.
  • 73% are likely to increase AI use in HR by 2028.
