Coming from a business and retail management background, Noakes joined Port Waratah Coal Services in his first HR role in 2017 and has since then successfully executed several progressive HR initiatives that have improved the effectiveness of the coal export business.

In early 2019, Noakes was promoted to an HR business partner role in recognition of his capability and achievements, including:

  • the redesign and coordination of PWCS’s apprenticeship program, including apprentice benefits, training offering, and offsite placements, to provide a structured development pathway for each apprenticeship stream. The onboarding program was also revamped to include a two-week structured induction program, an apprentice mentor, and attendance at the award-winning 18-week Mining Skills Program.
  • the launch of PWCS’s 2018-19 engagement action plan, with Noakes driving targeted leader and employee communications and introducing subsequent prototypes solutions.
  • improvements in recruitment to include new starter sessions to familiarise new employees to the business, its culture, and its people. Tailored individual onboarding programs were developed in consultation leaders and sent to new starters prior to commencement to help them hit the ground running. 

In his current role, Noakes leads the development of PWCS’s change capability, developing a plan that includes training a network of change facilitators, rolling out a new change management methodology, and implementing leadership training. Now a Prosci certified Change Management practitioner, he has taken charge of the change management and a cross-functional change team to implement a $2.5 million IT upgrade project impacting 90% of employees.
