Any suggestions of how a Department Head can address an issue if the conflict is between the Department Head the HRM , and the HRM and the GM are very close?

I have been through this situation. You need to involve an external party to investigate the issues and make recommendations. Unfortunately this may require approval by probably the person you are having the issue with and it's unlikely they will approve this. You may have no choice but to continue to formally lodge your grievence and keep a record of the issues in a diary. Consult your Dr if your health is affected. You will need medical records if your health suffers and impacts your ability to function at work. This will help if you decide to lodge a workers' compensation claim or take legal action. Unfortunately sometimes you may have no other choice but to seek external measures.
