    Huh? I'm sorry but that's just nonsense.

    Firstly, passive candidates are usually quite picky about what they will put their hand up for. They are almost always already employed and reasonably content in their current position, so it's going to take a particularly good opportunity to make them move.

    Then there's the challenge of attracting them - you can be sure an advert on Seek won't do it, because they're not actively looking for a new job! And if you approach them they have the upper hand from the outset.
