I believe that too many HR practitioners forget that communication is the major tool in creating effective change, especially with policy and process change.
Too many go for the quick fix and go on line or just plain email and say "yep my job is done".

Working in Papua New Guinea all policies are reinforced annually through tool box talks and healthy Q&A in English and Tok Pidgin.
All employees know when a change has occurred, why the policy changed and clearly understand how it impacts them.
Each sign that have got and understood the revised or changed policy.
