Are you prepared to let go a permanent worker over a contractor?

Assuming all things are equal - no EB coverage, standard terms and conditions of hire - common law contracts for permanent staff, underpinned by Professional Services MA.
Contractor workers may be labour hire or on a company-hired fixed term contract.

What if, due to operatioinal requirements 2 positions will be redundant ...will effect 2 people in a pool of 6.
Analysis determines that the best 4 to hang on to are a permanents and the contractors - and at the bottom of the list are a couple of permanent staff.

What are your run rules for redundancies? Would you make a permanent redundant over a contractor?
